Sindh plans $30m biogas project to generate clean energy

ISLAMABAD, Oct 24 (ABC): The Sindh government has proposed a $30 million biogas development project to establish five centralised facilities across the province. The project aims to generate clean energy from livestock manure while reducing greenhouse gas emissions and improving energy security.

According to official documents available with Wealth Pakistan, the proposed project, titled “Bio-Gas Development Project for Sustainable Alternatives Towards Affordable Energy”, will establish facilities in Hyderabad, Sukkur, Mirpurkhas, Larkana and Shaheed Benazirabad.

The facilities are expected to produce 120,000 cubic metres of biogas and 63,000 cubic metres of biomethane daily. In addition, the project aims to generate 45 tonnes of organic fertiliser per day.

The initiative seeks to promote sustainable energy production, reduce dependence on fossil fuels and develop new business opportunities in the biofuel sector. It also aims to capture methane from livestock manure, create green jobs and support environmentally sustainable waste management.

According to official projections, the project could help avoid approximately 250,000 tonnes of carbon dioxide equivalent (tCO₂e) emissions annually. Over 20 years, the estimated reduction could reach five million tonnes, contributing to efforts to address climate change.

Five biogas facilities planned across Sindh

Under the proposed design, the government plans to establish five centralised anaerobic manure treatment and biogas production facilities.

Each facility will include infrastructure for collecting, storing and processing livestock manure. The proposed installations will also feature anaerobic digesters, feedstock handling systems, biogas upgrading and purification units, and gas storage facilities.

In addition, fertiliser processing and testing arrangements will support the production of organic fertiliser from treated manure. The facilities will convert livestock waste into biogas and biomethane, providing cleaner alternatives to conventional energy sources.

At the same time, the production of organic fertiliser could support agricultural activities and promote more sustainable use of livestock waste.

Project aims to strengthen clean energy production

The Sindh government intends to use the project to develop sustainable business models around manure treatment, biofuel production and organic fertiliser.

By converting livestock manure into useful energy products, the initiative could help reduce methane emissions while creating economic value from agricultural waste. The project also envisages green employment opportunities in manure collection, treatment, biofuel production and related operations.

According to the documents, Sindh’s Environment, Climate Change and Coastal Development Department (ECC&CDD) will serve as the lead agency.

District administrations, the Sindh Livestock Department and the Sindh Energy Department will participate as implementation partners. The proposed $30 million investment reflects Sindh’s plans to expand clean energy production through waste-to-energy technologies.

If implemented, the project could strengthen energy security, support sustainable agriculture and contribute to greenhouse gas emission reductions across the province.
