Modern Rs3bn slaughterhouse, meat market planned in Islamabad

ISLAMABAD, March 13 (ABC): The government plans to establish a modern Rs3 billion slaughterhouse and wholesale meat market in Islamabad to ensure a safe, hygienic and regulated meat supply for residents.

According to official documents available with Wealth Pakistan, the project titled “Establishment of State-of-the-Art Slaughterhouse and Wholesale Meat Market, Islamabad” aims to modernise meat processing and improve the livestock value chain.

Modern meat processing facilities

The project focuses on building modern meat-processing infrastructure and introducing veterinary-regulated slaughtering practices. Authorities also plan to develop a cold-chain system to maintain meat quality during storage and transportation.

The initiative will encourage the production of processed and value-added meat products. This step is expected to improve efficiency and competitiveness in the livestock sector.

Officials say the project aligns with the National Agriculture Innovation and Growth Programme (NAIGP). It will introduce cold-chain logistics and ensure ISO- and Halal-compliant processing. These measures aim to strengthen food safety standards and improve export readiness.

Implementation and project timeline

The three-year project will run from July 2026 to June 2029.

The Islamabad Capital Territory Administration, Capital Development Authority (CDA) and Livestock & Dairy Development Board (LDDB) will implement the project jointly under the Ministry of National Food Security and Research.

Authorities will establish the facility in Islamabad’s Sector I-11/4.

Strengthening meat supply and exports

Under the government’s 5Es Framework (Uraan Pakistan 2024-29), the project aims to improve meat quality and support export growth.

The initiative will upgrade infrastructure by introducing modern slaughtering and meat-processing systems. It will also promote environmental protection through proper waste management and emission control.

In addition, authorities plan to introduce digital tracking systems to monitor meat production and supply. The project will also create better opportunities for traders by improving market access and support systems.

Centralised slaughtering and disease control

The facility will centralise slaughtering operations under a single veterinary-supervised system to ensure strict health and safety standards.

The project also includes an integrated wholesale meat market, wastewater treatment facilities and solid waste management systems. Authorities will also establish units to process animal by-products.

Officials say the initiative will help control diseases linked to unregulated slaughtering practices. It will also promote a traceable meat supply chain and create employment opportunities in meat processing and logistics.
